Brief information (biography)

Born on November 14th, 1951 in the Republic of Armenia.
From 1968 to 1973 studied at the Yerevan State University and received the qualification of an engineer-economist.
From 1974-1977 studied at the post-graduate course of the Central Economics and Mathematics Institute of the USSR Academy of Sciences (Moscow). In 1977 defended thesis for receiving the degree of PhD in Economics.
In 1977-1984 was an assistant at the Yerevan Institute of National Economy, and from 1984 to 1990 – an assistant at the Yerevan State University.
In the period 1990-1992 served as Deputy Chairman of the Government Commission for Economic Reforms of Armenia, and in 1992-1993 – the Head of the department of the same commission.
From 1993 to 1995 held the post of Minister of Economy of the Republic of Armenia.
In 1995-1999 was a member of Parliament and Chairman of the permanent commission on financial, credit, budgetary and economic issues.
In 1999-2003, was the Chairman of the Union of Banks of Armenia.
From 2003 to 2006 served as an adviser to the Prime Minister of Armenia.
Since 2006, is the Head of the Armenian-European Center for Economic Policy and Legal Advice.
Carries out teaching activities at the Department of Economic Theory and the Issues of Transition Period Economies since 2016.
Is the author of about 50 scientific articles, working and reference documents, reports and publications in the field of economic and social policies, poverty reduction and inequality, rural development, economic integration, labor issues, education, sustainable development, migration, etc., social and economic development, poverty reduction in Armenia, Georgia, Tajikistan, Uzbekistan, Kyrgyzstan, other CIS countries, India, Thailand and others.

  • Experience of the submitted projects in Central Asia, particularly in Tajikistan and Uzbekistan
