Biography
Born Date: October 10, 1971 (Yerevan).
Graduated in 1988 from Yerevan Secondary School No. 139 with an English degree. In 1993 he graduated from the Yerevan Institute of National Economy of the specialty "Finance and Credit", the Faculty of "Finance and Accounting", where he qualified as an economist. In the period 2003-2004, he was a candidate at the Institute of Economic Research of the Ministry of Finance and Economy of the Republic of Armenia. He is a candidate of Economic Sciences.  Member of the Chamber of Auditors and expert of Accountants of Armenia, member of the Management Board, qualified accountant and auditor. He has the highest rank of State Advisor to the Tax Service of the Republic of Armenia.
In the performance of the duties of the Chairman of the SRC:
He carried out the general management and coordination of the State Revenue Committee, a tax and customs body established in accordance with the Laws of the Republic of Armenia "On Tax Service", "On Customs Regulation" and "On Customs Service".
In the performance of the duties of the Deputy Minister of Finance:
Coordinated the implementation of tax and customs policy, as well as accounting and auditing policies.
Acting as a consulting service provider:
Managed or actively participated directly in tax, legal and accounting consulting services provided by PHP Partners and KPMG Armenia, while simultaneously monitoring the quality criteria of audit activities (tax part) and tax consulting services.
Acting as a lead consultant to the World Bank:
Within the framework of the project "Capacity Building for Public Sector Accounting Reform in the Kyrgyz Republic", technical assistance was provided to the Government of the Kyrgyz Republic in understanding existing gaps in the accounting and financial reporting system and actual IPSAS practices.
Acting as a lecturer:
Since 2004, he has been teaching at various universities/educational centers of the Republic of Armenia (Foundation "French University in Armenia", Foundation "International Training Center of Accountants", Yerevan State University) in the following subjects: "Accounting principles" and "The tax system of Armenia".

Acting as an expert on accounting reform:
In 2009-2010, he was an expert on the translation, editing and implementation of the IFRS project for SMEs in Armenia.
In 2008-2013, he was one of the key consultants of the project to assist the Government of the Republic of Armenia in creating an adequate legal and institutional framework for the adoption of International Public Sector Accounting Standards (IPSAS) based on the accrual method.
Work Experience
From March 1993 to January 2000, he was a senior state tax inspector, as well as head of the Tax Accounting Department and State tax Inspector in the RA Tax Service (RA State Revenue Committee). From January 2000 to January 2006, he was an assistant manager, tax manager and senior manager-Head of Tax and legal Services, tax consultant, senior tax consultant at "KPMG Armenia CJSC".
From December 2015 to October 2016, he was a senior international consultant at the World Bank.  From January 2006 to October 2016, he was a partner and head of the Tax Service of  "PHP Partners CJSC". From October 2016 to May 2018, he was Deputy Minister of Finance in the Ministry of Finance of the Republic of Armenia.  From May 2018 to June 2020, he was Chairman of the RA State Revenue Committee.          
Since July 2020, he has been the Director of  "DS-Hey Consulting Group" CJSC.

Scientific activity
  • Fiscal policy of the State conducted in the field of taxation and public expenditures; Tax legislation of the Republic of Armenia; Tax legislation of the European Union and European countries; International tax rules and regulations; International agreements and conventions on the avoidance of double taxation; Transfer pricing rules.
  • International Financial Reporting Standards (IFRS); International Public Sector Accounting Standards (IPSAS), as well as national standards developed on the basis of IFRS and IPSAS.
